Mauritius Africa Fund

1. Objective

The Mauritius-Africa Fund Ltd (MAF) is a state-owned private company with the mandate of spearheading business and investment in Africa from Mauritius through, inter alia, the development of business infrastructure. MAF intends to develop a high-rise mixed-use iconic tower (the “Project”) in the Côte d’Or Data Technology Park and hereby invites expressions of interest (“EOIs”) from potential investor-developers (“interested developers”) to participate in the Project. The selected interested developer will be in a joint venture with MAF to execute the Project.

2. Project Description and Scope

The Project consists in developing a high-rise mixed-use tower of approximately 50 levels located in the Côte d’Or Data Technology Park on a land of approximate extent of 4 hectares. It is envisaged that the Project consists of 6 key components, namely: (i) commercial spaces; (ii) exhibition and convention facilities; (iii) Grade-A office space; (iv) 5-star business hotel; (v) residential units; and (vi) dining, leisure, & wellness amenities.

The Project will also comply with high standards of aesthetics, technological innovation, energy efficiency, safety, and sustainability.

3. Expected Role of Selected Interested Developer

The selected interested developer in the eventual joint venture with MAF is expected to undertake, without limitation, the following: (i) conception and design; (ii) construction; (iii) financing; (iv) promotion; (v) rental and operations; and (vi) maintenance.

4. Eligibility

The interested developer must:

(a) have the requisite design and build capabilities;
(b) show proof of available funds or ready access to project finance;
(c) have a proven track record in development of high-rise towers of more than 30 floors;
(d) provide mock designs for the Project as part of its submission.

5. Submission, Deadline and Opening of EOIs

EOIs should be addressed to ‘The Chairperson of the Project Steering Committee, c/o the Chief Executive Officer, Mauritius-Africa Fund Ltd’ and submitted either by email [mafund@protonmail.com] or deposited in the Tender Box located on 10th Floor, One Cathedral Square, Port Louis’ on or before Thursday 29 April 2021 at 14.00 hrs (local time).

6. Clarification

Any interested bidder may seek further clarification on this IEOI by addressing its query to ‘The Chairperson of the Project Steering Committee, c/o the Chief Executive Officer, Mauritius-Africa Fund Ltd’ by email [mafund@protonmail.com].

MAF reserves the right to accept or reject any EOI and to annul this whole IEOI exercise. This IEOI is not intended to create legal relationships with interested developers.
